STRABAG is implementing DJ 691, a major road infrastructure project that modernizes 29.08 km of county road between km 13+674 and km 42+754 in Timiș County. The project is financed through the Regional Programme West 2021–2027 and is implemented for Consiliul Județean Timis.
With a total contract value of RON 84.3 million (without VAT), the project represents the continuation of the DJ 691 modernization corridor, following the completion of the first two lots. Lot 3 significantly upgrades both road structure and related infrastructure, improving regional mobility and connectivity, including access to the A1 motorway.

Scope of works
The project comprises a comprehensive package of road and related infrastructure works. These include the rehabilitation of approximately 199,000 square metres of carriageway, the milling of around 189,000 square metres of existing asphalt and the placement of about 60,300 tonnes of asphalt mixtures. The scope also covers the execution of 98 intersections, as well as the construction of a new roundabout, together with access roads and facilities supporting local traffic.
The scope further includes the construction of 12 bus stops, five parking areas and three vehicle weighing platforms, along with the implementation of intelligent weigh-in-motion systems. Railway infrastructure is addressed through the execution of two railway crossings and the related electrical installations.
The project involves extensive drainage works, with the construction of over 37 kilometres of ditches, as well as the construction of 105 culverts and repair works on existing bridges along the route.
Sustainability and technical approach
A key element of the project is the use of in-situ recycling, through which milled asphalt from the existing road structure is reused in a new base layer composed of almost 50% reclaimed material and 50% new granular material. This approach reduces the consumption of primary raw materials and limits environmental impact, while ensuring structural performance.
Digital tools – BIM and machine control – are used throughout the project to support planning, coordination and execution control, contributing to predictability and quality assurance during construction.
